Background
The public, domestic and international are welcome to provide feedback on Vanuatu’s National Policy on Climate Change and Disaster-induced Displacement updates. Send feedback to
The National Policy on Climate Change and Disaster-induced Displacement was first published in 2018. In 2024, the Ministry of Climate Change requested:
- Review of the policy.
- Development of a costed implementation plan for the policy.
- Progress and monitoring tool, to track current and future progress against policy actions.
Before you begin
The version provided here provides a policy review which includes new national priorities, consideration of changes in context, and alignment with regional and international frameworks that have been developed since 2018.
Policy actions have been marked up manually, with strikethroughs and red text indicating deleted or added text, based on the original 2018 policy action wording. Outcome statements have also been added in blue text – these are new and were not a part of the 2018 policy document.
This document also contains elements that will be a part of, or will inform the policy’s costed implementation plan, including:
- Cross-cutting considerations for each Strategic Area.
- Implementation framework for each policy action.
We welcome your feedback on all components of this document.
Deadline for submission of feedback
All responses should be submitted by 12 September 2025.
The full costed implementation plan will be provided for online feedback at a later date.

Please use this guide to help you complete the Kobo form. You will be filling out this form while reading the updated policy and implementation framework document, noting your comments as you go through each section or Strategic Area.

- The time taken will depend on how many Strategic Areas are relevant to you or your organisation’s work.
2. How to access the form
- Use the link or QR code provided to open the Kobo Consultation form on your computer, phone or tablet with internet connection:

- If the form does not open or says a new version has been deployed, try refreshing the page.
- None of the questions are mandatory and you may complete only the Strategic Areas or sections relevant to your agency’s work. The form will accept partially completed submissions.
- For multiple choice questions, you can only select one option.
- Comment boxes may look small, but they can accept full and detailed responses.
- Strategic Areas can be expanded or folded by clicking on the arrows on the left side of the form. This makes it easier to open only the sections relevant to your organisation and work.
3. Strategic Areas and Actions
The form is organised by Strategic Areas
- At the start of each Strategic Area, there is space for general feedback on that area.
- Each Strategic Area begins with a box for general feedback on the area as a whole.
- Within each Strategic Area, there are subsections for each policy action, and you will be asked to review its relevance, wording, timeframe, lead and support agencies, outcomes and outputs, progress made, and to provide any general comments.
4. Agency progress on an action
If your department or agency has progressed any work on the action so far, please state this in the appropriate comment box and the Policy Review Team will follow up on this bilaterally with you.

Please note that all feedback submitted will be carefully reviewed and considered by the Policy Review Team. However, due to the scope and priorities of the policy update process, it may not be possible to address every comment or suggestion in the final version. Decisions on how feedback is incorporated will rest solely with the Policy Review Team. Your feedback will be combined with others to revise the policy. Individual responses will not be linked to your name or organisation in the final document.
