Legislative Review Consultation in Provinces

The Ministry of Climate Change Executive and consultants, led by Director General, Mr David Gibson, have started undertaking provincial consultations in the first quarter of 2026 on the review of the Vanuatu Meteorology, Geo-Hazards and Climate Change Act of 2016.
While the first consultation took place last year in SHEFA Province, the 2026 consultations kicked-off in the provinces of SANMA, MALAMPA and PENAMA where the consultation team met with the Provincial Technical Advisory Committee (PTAC) for each province for a full day consultation sessions.
Currently the Vanuatu Meteorology and Geo-Hazards Department and the Department of Climate Change (DoCC) operate under one legislation.
The legislative review will see DoCC operating under a separate legislation as well as Meteorology and Geo-Hazards being separated into two different departments operating under different legislations.
A Policy Paper has already been endorsed by the Council of Ministers (COM) that will ensure that the Ministry of Climate Change is legally established under a new legislation, which will also cater for the National Advisory Board (NAB) for Climate Change and Disaster Risk Reduction.
